Once every four years, Baltimore County goes through the CZMP during which properties may be submitted for consideration for up- and down-zoning. It is a year long process beginning with submission of properties by owners, community organizations, and individuals of properties for consideration. The Office of Planning then studies each issue and makes recommendations to the Planning Board which holds public hearings. Following the Board's recommendations, the County Council votes on the final zoning changes. The GKCA, in accordance with its mission, proposes some properties for down-zoning and may oppose some up-zoning requests. The following is a summary of issues in the GKCA area.
