Article I Administration
Section 1 No person shall use the name, mailing list, or official insignia of the Association without authorization of the Board of Directors.
Section 2 Authorization of the disposition of funds over $100.00 must be approved by a majority vote of the Board of Directors present and voting at a board meeting.
All checks or withdrawals of funds of the Association shall be by signature of two (2) of the following officers: President, Treasurer, First Vice-President, Second Vice-President.
Section 3 The Association shall maintain a P.O. Box as the official address. The President shall appoint a Board Member to maintain the P.O. Box.
Article II Duties of Officers
Section 1 The duties of the Officers shall be:
- The President shall preside at all official meetings of the Association. He shall appoint all committee chairpersons and serve as a member ex-officio of all committees. The President, or others duly designated and directed by the Board, is authorized to speak on behalf of the Association, to express the position of the Board, on issues that may present themselves.
- The First Vice-President shall render the President any assistance that may be deemed necessary by the President and, in the absence of the President, assume the duties of the Presidency. Unless the Board of Directors shall decide
to the contrary, one of the First Vice-President's principal duties shall be to serve as liaison to the Public Relations l Communications Committee.
- The Second Vice-President shall render the President any assistance that may be deemed necessary by the President and, in the absence of the President and the First Vice-President, assume the duties of the Presidency. Unless the Board
of Directors shall decide to the contrary, one of the Second Vice-President's principal duties shall be to serve as the Chairperson of the Activities Coordinating Committee.
- The Recording Secretary shall keep a record of the proceedings of all meetings and an accurate count of the membership present at each meeting. In the absence of the Recording Secretary, a member in good standing shall be
appointed for that meeting by the presiding officer.
- The Corresponding Secretary shall maintain a central correspondence file and attend to all correspondence as directed by the Board. The President reserves the right to review correspondence prior to mailing.
- The Treasurer shall receive and safely keep all the funds paid into the Association and deposit them in the name of the Greater Kingsville Civic
Association, Inc. in a bank or savings and loan association approved by the Board of Directors. All dispositions of Fixed Assets shall be first recommended by two-thirds of the Board of Directors and then approved by two-thirds of members
present at the annual, semi annual or special General Membership meeting. The Treasurer shall keep an account of all the assets of the Association and submit a report of the financial status at each Association meeting. The Treasurer shall
chair the Finance Committee. Any member of the Association may, upon request to the Board, review the financial records of the Association. The Treasurer shall make those records available when requested. The Treasurer shall also prepare the fiscal year-end financial statement and tax reports.
Article III Duties of Committees
Section 1 The Chairperson of each Committee is responsible to:
- Form a committee from the existing membership of the Association.
- Call all meetings of their committee.
- Report monthly to the Board of Directors on their committee's activities and working assumptions if necessary.
- Present to the Chairperson of the Finance Committee a proposed budget for the forthcoming year if necessary.
- Receive the sanction of the President regarding the correspondence of the committee, usage of the Association's name, or official insignia.
- Perform other duties as assigned by the President or Board of Directors of the Association.
Section 2 The basic duties and responsibilities of the Committees shall be:
- Membership Committee
- To draft and supply membership applications.
- To mail renewal forms to current members.
- To collect dues and forward to the Treasurer.
- To maintain a record of membership.
- To solicit new members and conduct membership drives.
- Activities Coordinating Committee
- To coordinate fund-raising activities and community events.
- To act as liaison from the GKCA to the Parade Committee and for the Community Tree Lighting.

- Public Relations / Communications Committee
- To develop and maintain a working relationship with surrounding civic associations.
- To promote a better understanding of the aims and objectives of the Association.
- To be responsible for coordinating the publication of "The Kingsville Drum", the official newsletter of the Association.
- Rural Protection Committee
- To be cognizant of all issues affecting the general welfare of the Kingsville community.
- To inform the Association of conditions or problems in the area that may possibly merit attention, participation, or action.
- To call matters of public concern to the attention of the Board and local citizenry.
- To work with the Zoning and Legislative committees if the need arises.
- To evaluate the impact of issues on the Rural Character of the community and, if necessary, with Board approval, to work directly with developers or county officials to resolve concerns over proposed developments.
- Finance Committee
- To develop an annual budget, including a projection of the Association expenses and revenues, to be presented to the board for approval.
- To review the Association insurance policies at the direction of the board of Directors.
- To perform an internal audit of the books of the Association no less than annually.
- Zoning & Legislative
- To keep abreast of all Planning and Zoning issues and pending legislation which concern the Greater Kingsville Area.
- To attend Planning and Zoning meetings and hearings pertinent to the area and keep the Association informed.
- To keep informed of Baltimore County's current Comprehensive Plan of Growth and its impacts for the Greater Kingsville area.
- To maintain a close working relationship with the Rural Protection Committee.
- To determine the best procedures for seeking and lending support during the legislative periods.
Article IV Dues
Section 1 All applications for membership are to be made in writing to the Membership Committee
and must be accompanied by payment of the membership fee.
Section 2 Membership dues shall be determined by the Board and payable annually per household.
Article V Monthly Meetings
Section 1 The regular Board of Directors meeting shall be held on the third Wednesday of each month at 7:30 p.m. at the Kingsville Elementary School or other designated location.
